At the meeting, witnessed by the chief executive of the Pan-Pearl River Delta region, Guangdong took the lead in promoting and signing the Framework Agreement on Inter-provincial Cooperation with Fujian, Jiangxi, Hunan, Guangxi, Hainan, Sichuan, Guizhou and Yunnan (hereinafter referred to as the Framework Agreement).
The formal entry into force of the Framework Agreement marks a new step in the cooperation of government services in the Pan-Pearl River Delta region, and the depth and breadth of "inter-provincial cooperation" are expected to be greatly improved, and the potential for the free flow of production factors such as people flow, logistics and data in the region will be further released.
According to reports, the "inter-provincial cooperation" among nine provinces and regions is a concrete measure to jointly implement the "streamline administration, delegate power, strengthen regulation and improve services" reform and deployment of the CPC Central Committee and the State Council. All parties concerned will rely on the national integrated government service platform, give full play to their respective advantages, focus on "user communication, system communication, data communication, license communication and business communication", make efforts to open up the business chain and data sharing blocking points in the Pan-Pearl River Delta region, and basically realize the "inter-provincial communication" of high-frequency matters in the fields of medical insurance, social security, household administration and enterprise production and operation in the Pan-Pearl River Delta region. Hong Kong and Macao Special Administrative Regions will also participate in relevant cooperation in depth under the framework of "one country, two systems" and in accordance with relevant laws and regulations.

The population of the nine Pan-Pearl River provinces in Guangdong Province accounts for 70% of the total foreign population in Guangdong Province. In recent years, Guangdong Province has made full use of the favorable conditions of digital government reform, comprehensively promoted the "cross-provincial communication" and "cross-border communication" of government services, and made positive progress.
