According to reports, the "inter-provincial cooperation" among nine provinces and regions is a concrete measure to jointly implement the "streamline administration, delegate power, strengthen regulation and improve services" reform and deployment of the CPC Central Committee and the State Council. All parties concerned will rely on the national integrated government service platform, give full play to their respective advantages, focus on "user communication, system communication, data communication, license communication and business communication", make efforts to open up the business chain and data sharing blocking points in the Pan-Pearl River Delta region, and basically realize the "inter-provincial communication" of high-frequency matters in the fields of medical insurance, social security, household administration and enterprise production and operation in the Pan-Pearl River Delta region. Hong Kong and Macao Special Administrative Regions will also participate in relevant cooperation in depth under the framework of "one country, two systems" and in accordance with relevant laws and regulations.

At the same time, we will continue to optimize the "cross-provincial general office" service guide, improve the handling materials, handling forms, online bidding website, window handling address, progress inquiry, consultation telephone and other matters and dynamically update them so that the broad masses of the people can "find", "understand" and "use".
Unify the "cross-provincial general office" service entrance online, and enhance the "cross-provincial general office" ability of the physical hall offline.
The government service departments of all provinces and autonomous regions will rely on the national integrated government service platform to unify the "inter-provincial general office" service entrance of government services in the Pan-Pearl River Delta region, build a map of government services general office, accurately identify business needs, intelligently recommend the best handling method, intuitively display geographical location, and intelligently navigate the optimal handling path, making it more convenient for enterprises to handle inter-provincial business. Promote the sharing of government affairs data across provinces and realize mutual recognition and trust of electronic certificates.
The integration of government data is an important prerequisite for the integration of government services. Promoting the sharing of electronic licenses and data across provinces is a new highlight of this inter-provincial cooperation. We also cooperated to establish a cross-provincial data security mechanism to protect state secrets, business secrets and personal privacy and prevent data abuse and disclosure while strengthening data sharing applications.
Yang Pengfei, Deputy Secretary-General of Guangdong Provincial Government and Director of Provincial Government Service Data Management Bureau, said that Guangdong Province, as the initiator of this inter-provincial cooperation, will take the lead in organizing the relevant provincial government service authorities to hold the first joint meeting of "Inter-provincial General Office" in the near future, and study and launch the first batch of 150 high-frequency issues involving medical insurance, social security, household administration, marriage, enterprise quasi-operation and other fields.
Yang Pengfei also introduced that Guangdong Province is a province with a large population inflow and a large labor import. The population of the nine Pan-Pearl River provinces in Guangdong Province accounts for 70% of the total foreign population in Guangdong Province. There are many migrant workers across provinces and frequent business activities across regions, so the people’s demand for "cross-provincial general office" is particularly urgent. In recent years, Guangdong Province has made full use of the favorable conditions of digital government reform, comprehensively promoted the "cross-provincial communication" and "cross-border communication" of government services, and made positive progress. For example, in the aspect of "cross-provincial communication", the "cross-provincial communication" service area in the Pan-Pearl River region on the Guangdong government service network was opened, and the "cross-regional communication" special window was opened in the window above the county level. Since June 1, 2021, the pilot project of "marriage registration" was "cross-provincial general office", the civil affairs department of the province has handled 6815 pairs of "cross-provincial" marriage registration. Nineteen cities, including Guangzhou and Foshan, have opened direct settlement services for medical expenses of outpatient clinics across provinces and different places. Many breakthroughs have been made in cross-border communication. Macao enterprises and residents can handle more than 300 high-frequency matters such as real estate, business registration, social security and taxation in Jiangmen, Zhuhai and other places online without going through customs. In addition, Jiangmen City has also extended its government service system and window to Hong Kong, so that Hong Kong enterprises and residents can handle over 400 government services such as real estate, business start-up, talent employment, taxation, social security, provident fund and motor vehicles.
