According to reports, the "inter-provincial cooperation" among nine provinces and regions is a concrete measure to jointly implement the "streamline administration, delegate power, strengthen regulation and improve services" reform and deployment of the CPC Central Committee and the State Council. All parties concerned will rely on the national integrated government service platform, give full play to their respective advantages, focus on "user communication, system communication, data communication, license communication and business communication", make efforts to open up the business chain and data sharing blocking points in the Pan-Pearl River Delta region, and basically realize the "inter-provincial communication" of high-frequency matters in the fields of medical insurance, social security, household administration and enterprise production and operation in the Pan-Pearl River Delta region. Hong Kong and Macao Special Administrative Regions will also participate in relevant cooperation in depth under the framework of "one country, two systems" and in accordance with relevant laws and regulations.

According to the Framework Agreement, the relevant provinces and autonomous regions will rely on the national integrated government service platform, make full use of public support capabilities such as unified identity authentication, unified license service, and unified data sharing, promote the sharing of high-frequency government data such as population, legal persons, and credit, realize the automatic association of information, fill in less and report less, and gradually realize the mutual recognition and sharing of "inter-provincial general affairs" list processing materials and archival materials. Establish cooperation and exchange mechanism to ensure inter-provincial data security
According to the Framework Agreement, nine provinces and autonomous regions will set up a leading group for the inter-provincial communication of government affairs services in the Pan-Pearl River Delta region, establish a joint meeting mechanism for the inter-provincial communication of government affairs services in the Pan-Pearl River Delta region, and continuously expand the number and coverage of the inter-provincial communication around areas closely related to the masses of enterprises, so as to coordinate and solve the difficulties and problems encountered in cooperation. Yang Pengfei, Deputy Secretary-General of Guangdong Provincial Government and Director of Provincial Government Service Data Management Bureau, said that Guangdong Province, as the initiator of this inter-provincial cooperation, will take the lead in organizing the relevant provincial government service authorities to hold the first joint meeting of "Inter-provincial General Office" in the near future, and study and launch the first batch of 150 high-frequency issues involving medical insurance, social security, household administration, marriage, enterprise quasi-operation and other fields.

The population of the nine Pan-Pearl River provinces in Guangdong Province accounts for 70% of the total foreign population in Guangdong Province. There are many migrant workers across provinces and frequent business activities across regions, so the people’s demand for "cross-provincial general office" is particularly urgent. In recent years, Guangdong Province has made full use of the favorable conditions of digital government reform, comprehensively promoted the "cross-provincial communication" and "cross-border communication" of government services, and made positive progress. For example, in the aspect of "cross-provincial communication", the "cross-provincial communication" service area in the Pan-Pearl River region on the Guangdong government service network was opened, and the "cross-regional communication" special window was opened in the window above the county level.
