　　The Resolution closely focuses on the theme of the Party Central Committee in the new era to implement the new development concept and promote high-quality economic development, and summarizes the major measures and achievements taken by China’s economic construction practice and promote high-quality development since the 18th National Congress of the Communist Party of China.

　　Whether the development concept is right or not fundamentally determines the development effectiveness and even success or failure. In the new era, what kind of development concept should lead the new development practice? In October 2015, the Fifth Plenary Session of the 18th CPC Central Committee clearly put forward the development concept of innovation, coordination, green, openness and sharing.

　　The background of the new development concept is summarized in the Resolution as follows:

At the same time, due to the problems of one-sided pursuit of speed and scale and extensive development mode in some localities and departments, and the continuous downturn of the world economy after the international financial crisis, structural and institutional contradictions in the economy have been accumulating, and the problems of unbalanced, uncoordinated and unsustainable development are very prominent.

　　Analysis of the situation: China’s economic development has entered a new normal, and it has shifted from a high-speed growth stage to a high-quality development stage. It is faced with the complex situation of "three-phase superposition" of growth rate shift period, structural adjustment pain period and early stimulus policy digestion period, and the traditional development model is unsustainable.

　　On this basis, the Resolution clarifies the guiding principles for implementing the new development concept: "Implementing the new development concept is a profound change related to China’s overall development. We can’t simply talk about heroes by GDP growth rate. We must realize that innovation becomes the first driving force, coordination becomes the endogenous feature, green becomes the universal form, opening up becomes the only way, sharing becomes the fundamental purpose of high-quality development, and promote quality change, efficiency change and power change of economic development."

　　The Party strengthens strategic planning and unified leadership over economic work, and improves the system and mechanism of the Party’s leadership over economic work.

　　The Fifth Plenary Session of the 18th CPC Central Committee, the 19th CPC National Congress, the Fifth Plenary Session of the 19th CPC Central Committee and all previous Central Economic Work Conferences focused on making arrangements for China’s development, and made major decisions such as adhering to the theme of high-quality development, taking supply-side structural reform as the main line, building a modern economic system, grasping the strategic basis of expanding domestic demand, and laying a solid foundation for preventing and resolving major risks, accurately getting rid of poverty, and preventing and controlling pollution.
