  On May 29th, the Emergency Management Department issued a public notice in official website, intending to apply to the Ministry of Education for establishing an emergency management university.

  According to the public, the emergency management university to be declared will be built in Langfang City, Hebei Province, and will be established by the merger of North China Institute of Science and Technology and Disaster Prevention Institute. It is a full-time public undergraduate school.

  On May 31st, Wang Hongwei, a researcher at the National Development and Strategy Research Institute of Renmin University of China, who participated in the research on special topics related to personnel training in the Emergency Management Department, said in an interview with Red Star News that the emergency management university to be declared is the only one in China with the name of emergency management, and I hope it can promote the innovation of emergency management concepts, systems and capabilities, and cultivate high-quality professionals for promoting the modernization of China’s emergency management system and capabilities.

  The establishment of the Emergency Management University has already started, and official website has changed its name.

  The Red Star News reporter learned that the relevant schools have actually taken actions to build an emergency management university.

  According to public reports, in February 2020, North China Institute of Science and Technology held a related meeting, calling on cadres, teachers and students to be the founders of emergency management university. In May of the same year, at the faculty meeting, North China Institute of Science and Technology made it clear that the main task in 2020 was to build an emergency management university.

  In November 2020, the Emergency Management Department and the People’s Government of Hebei Province signed an agreement to jointly build North China Institute of Science and Technology. Both sides expressed their support for North China Institute of Science and Technology to upgrade its school-running level, increase the introduction and training of high-end talents, strengthen the construction of emergency management disciplines and personnel training, and build a high-level emergency management university as soon as possible.

  In February, 2021, the Institute of Disaster Prevention Science and Technology, which is separated from North China Institute of Science and Technology by a wall, also released the news that "the school held a middle-level cadre meeting", which mentioned that "the preparation of emergency management university will be the core task in 2021".

  In July, 2021, Bu Changsen, the leader of the emergency management university preparation working group, introduced the progress of the emergency management university (preparation). He pointed out that the emergency management department has submitted the application materials for the establishment of the emergency management university to the Ministry of Education, and the subsequent preparatory work is also being actively, continuously and orderly promoted.

  On May 22, 2023, the Party Committee and the ministerial meeting of the Emergency Management Department pointed out: Take the preparation of the Emergency Management University as an opportunity to strengthen cooperation in emergency Industry-University-Research and guide and support the development of strategic emerging industries such as safety emergency equipment.

  Official website introduced that North China Institute of Science and Technology is a university directly under the Emergency Management Department, and its predecessor was the cadre school of the Central Ministry of Fuel Industry founded in 1950; In 1955, it was placed under the Ministry of Coal and renamed the Cadre School of the Ministry of Coal Industry; In 1982, it was upgraded to Beijing Coal Management Cadre College; In 1985, China Coal Mine Safety Technology Training Center was established, and the management system of "one institution, two brands" was implemented with the school; In 1993, it was transformed into an ordinary college and renamed North China Mining College. In 2002, it was upgraded to an ordinary undergraduate college and renamed North China Institute of Science and Technology; In 2011, he obtained the professional degree of Master of Engineering (safety engineering field) and postgraduate training qualification. The school is located in Yanjiao National High-tech Development Zone, Hebei Province, adjacent to Beijing City Sub-center. The school covers an area of 800 mu with a building area of 450,000 square meters. The school has 14 secondary colleges and 2 departments. There are 56 undergraduate majors, involving eight disciplines such as engineering, science, literature, law, economy, management, education and art.

  The Institute of Science and Technology for Disaster Prevention, affiliated to the Seismological Bureau of China, is the only comprehensive full-time general institution of higher learning in China that focuses on higher education in disaster prevention, mitigation and relief with complete disciplines. Founded in 1975, the school enrolls students nationwide, with more than 9,200 full-time students.

  In February, 2021, the Party Committee of the Emergency Management Department decided to merge North China Institute of Science and Technology and Institute of Disaster Prevention Technology to build an emergency management university. Wang Hongwei, a researcher at the National Development and Strategy Institute of Renmin University of China, said that North China Institute of Science and Technology and Institute of Disaster Prevention are actually neighbors, and there is a wall between the two schools. Opening the wall is a campus. At the same time, many majors set up by the two schools are also related to emergency management, and there is a natural basis for merger.

  In Wang Hongwei’s view, a lot of work has been done in the merger and preparation of the above two universities. With the application of the Ministry of Emergency Management to the Ministry of Education for the establishment of an emergency management university, the emergency management university will be born soon.

  Regarding the training status of emergency management talents, Wang Hongwei introduced that at present, there are more than 70 colleges and universities in China offering emergency technology and management majors, which are awarded engineering or management degrees. Two disciplines for emergency management has been set up in 20 985 universities to train master’s and doctoral students. In addition, some vocational colleges and private training institutions will also carry out emergency management-related training. "This kind of training has a wide range, including management and skills."

  Wang Hongwei suggested that the University of Emergency Management should dare to break away from convention, open its doors and introduce more leading emergency management talents at home and abroad to become a highland for cultivating high-level emergency management talents. At the same time, it is necessary to closely follow the business of emergency management departments and provide theoretical and intellectual support for the modernization of emergency management.
